How a foreign design gets built in Uzbekistan

Written for technical directors and business development managers at international manufacturers and design firms. It sets out the local documentation structure, the code basis, the state expert review stage, what has to be re-issued locally, and indicative durations.

The design must exist in the local documentation structure

Uzbekistan does not organise design documentation the way EN or FIDIC-based practice does. Work is produced by stage — investment offer, feasibility study (ТЭО), engineering surveys, detailed design (рабочая документация) — and each stage has a prescribed composition. A foreign design package that is complete and correct in its home market will normally not map onto those stages one for one: sections exist that have no local equivalent, and local sections are absent. The first task is a gap analysis against the required composition, not a translation.

The code basis is ShNK and KMK, not the code the design was written to

Structural, fire, seismic, sanitary and utility requirements are set by the national codes (ShNK, and the inherited KMK set), supported by GOST standards for materials and testing. Uzbekistan is a seismic country, and seismic provisions are among the most common reasons a foreign design cannot be adopted unchanged. Calculations produced to Eurocodes or another national system are not rejected out of hand, but the governing verification has to be re-performed to the local code, by an organisation that can sign it.

The documentation is re-issued locally, under a local signature

Design documentation submitted for approval is issued by a locally established design organisation, in Russian or Uzbek, to the local drafting and stamping conventions, with the required sections present and signed. In practice this means the foreign design is the technical input, and the submitted package is a local document derived from it. Translating drawings is a small part of the work; re-issuing them so that a reviewer can accept responsibility for them is most of it.

State expert review (государственная экспертиза)

Before construction can be authorised, the design documentation is examined by the state expert review body, which checks compliance with the codes, with the approved feasibility material, and with environmental and safety requirements. The review issues findings; the design organisation answers them and re-submits. A first-pass approval is uncommon for a design of foreign origin, and the number of review cycles — not the drafting itself — is usually what determines the programme. Environmental sections may go through a separate environmental expert review.

Construction is supervised by the designer, not only by the client

Under CIS practice the design organisation carries an ongoing duty during construction — author's supervision (авторский надзор, in essence the designer's site supervision). It verifies that the works follow the design as approved, answers the contractor's technical queries, and processes design changes through a defined procedure. A change agreed informally on site and not processed this way can invalidate the approval the project is being built under. Foreign principals frequently underestimate this stage because their own contracts place site responsibility elsewhere.
